  • Overview

    The Human resources Manager is primarily responsible for supervising the human resources recruitment, employee relations and compliance functions for the organization.


    • Manage, mentor and coach the performance of three Recruiter/Generalists to meet the human resources needs of the agency.
    • Plan, develop, organize and implement the agency's recruiting function.  Establish goals; measure and manage recruitment performance.
    • Develop staffing strategies and recruitment plans and programs to identify talent within and outside the agency for NADAP positions. Manage the Agency's college recruitment program.
    • Drive recruitment efforts for most senior-level roles within the agency.  Provide back-up to recruiter/generalists and assist in recruiting when requisition counts are high.
    • Manage and advise on employee relation issues. Provide employee relations counseling. Notify or escalate to Director as necessary.
    • Ensure team knowledge and understanding of new regulations, industry trends, current practices, new developments, and applicable laws regarding human resources. Make recommendations to Director for compliant policies.
    • Establish and maintain department records and reports, including those needed to comply with EEOC and OSHA. Complete required compliance reporting.  Ensure labor law postings are current across all locations. Track HRA-required hires and ensure HRA hiring targets or exemptions are met.
    • Other Duties as assigned.



    • Bachelor's Degree preferred.
    • At least five years of human resources generalist experience with particular focus in recruitment, compliance and employee relations.
    • At least one year of human resources experience supervising a recruitment function. 
    • Non-profit recruiting experience preferred.  Recruiting experience in the New York City market preferred.
    • Strong computer skills.  HRIS and applicant tracking experience required. Experience using MS Office, with intermediate Excel and Outlook skills.
    • Able to effectively prioritize and delegate work.
